Each page covers what's actually different about working there: the housing, the weather, the jobs that come up most. It links into the rest of your site so Google, and your customers, can find it.

Won't Google punish pages that look alike?
Yes, if they're copies with the town name swapped. That's exactly why each page is written from scratch with local detail.
How many pages do I need?
One for each town you actually want work from, and one for each main job you do. Three to six is a sensible start. There's no point writing a page for a town you don't want to drive to.
Do I need to know about each town?
No. You tell me where you work and I research each place: the neighborhoods, the housing, the weather, the jobs that come up there.
Do I need a monthly plan?
No. City and service pages are priced per page and you can order them on their own.
